  • It's just a bill: HB5826, the Data Center Energy Accountability Act, filed by Rep. Jay Hoffman — Capitol Fax, Oct 20, 2026. Filed Oct. 19, the bill would make covered data centers report electricity use hourly from 2028 and buy clean-energy certificates equal to 100% of consumption; the post also notes a Nov. 18 veto-session lobby day for the POWER Act (SB4016/HB5513).

  • Study finds Illinois' Displaced Energy Workers Bill of Rights falls short — WSIU / Capitol News Illinois, Oct 19, 2026. A University of Illinois Climate Jobs Institute report found non-union workers at the closed Viper Coal Mine got little of the law's promised transition help and urges stronger DCEO enforcement ahead of the veto session.

  • Still open from earlier digests: DCEO Innovation Vouchers, R&D Headquarters and Economic Empowerment Centers NOFOs (all due Nov. 6, 5 p.m.) and the Energy Transition Navigator NOFO (Oct. 30). No new DCEO or Governor's-office grant releases posted this week.

Failure of the day: Bergner's demolition recalls Peoria business history — WCBU, Aug 14, 2020. Founded in downtown Peoria in 1889, Bergner's grew to $186 million in sales across 25 stores by 1982, then bought Milwaukee's Boston Store, moved its headquarters out of Peoria, took on the $450 million-plus Carson Pirie Scott deal and filed for bankruptcy in 1991; the brand was liquidated with parent Bon-Ton in 2018. Lesson: debt-fueled expansion that pulls a company away from the local roots and customer focus that made it great can turn a dominant regional brand into a liquidation sale within a generation.

Affirmation of the Day: Today I will write it down: the idea, the plan, the ask. Clear words make clear work, and clear work gets built.

App of the Day: Todoist: To Do List & Calendar — A task manager that captures to-dos in plain language ("call vendor every Friday at 2pm"), organizes them into projects with priorities, labels and a calendar view, and shares lists with a team; free with in-app purchases. Rated 4.8 stars from about 130,000 ratings on the U.S. App Store.

Useless Tidbit: By 1880, Peoria's 10 distilleries produced 18 million proof gallons of alcohol, more than Kentucky's 200 distilleries combined, and by 1890 Peoria made roughly 40% of all the alcohol produced in the United States, and during the Civil War the Peoria-Pekin tax district supplied nearly half of the federal government's entire revenue. As always, thanks for tuning in to the DSTL Daily Rundown!
